Should All Dogs Be On A Lead In Ashton Gardens, The Prom, Lowther Gardens & Fairhaven Lake?

Following attacks on protected wildlife by dogs not on leads in public gardens, Fylde Council is reviewing the current Public Space Protection Orders (PSPOs) in four locations:

  • Ashton Gardens
  • The Promenade and Promenade Gardens
  • Lowther Gardens
  • Fairhaven Lake.

As part of the review, the Council is inviting feedback from all stakeholders who use these parks and gardens. Please note other PSPO arrangements or locations are not being reviewed at this time.

The four locations under review currently have a Public Space Protection Order which requires a dog to be put on a lead only when asked to do so by a police officer or an authorised officer of Fylde Council.  Information on the PSPOs and previous consultation can be found at this link: https://new.fylde.gov.uk/resident/dogs/public-spaces-protection-orders-psdo-for-dog-control/

Members of the public and partners have contacted the Council to request that the PSPO in the four locations is strengthened to require dogs to be kept on a lead at all times.

The four locations are all in popular areas that experience high footfall from residents and visitors however, they are also close to the beach and other open spaces where there is significant opportunity for dogs to be exercised off a lead.

Public Space Protection Orders are governed by the Anti-Social Behaviour, Crime and Policing Act 2014 and this legislation requires the Council to consult certain stakeholders before making any changes.

Councillor Roger Small, Chair of the Operational Management Committee said, ‘We do hope that the public will give us their views on this proposed change to the PSPO. Many residents were left upset by the dog attacks on wildlife as well as other dogs, some resulting in fatalities to those animals. These would have all been avoided if those dogs had been under control on their leads. We feel these are measured responses that will result in a safer environment within those parks.’

The consultation will run from 7th September until 5th October 2021, after which time the Operational Management Committee will meet to discuss the feedback and make a decision.
